The single most reliable spot is Argostoli harbour, along the waterfront near the fish market, where loggerheads gather in the shallows to feed. The south-coast beaches around Mounda and Kaminia are important nesting sites, and turtles are often seen offshore from boats along the south and west coasts.

Early morning. Turtles come into Argostoli harbour to feed when the fishing boats return, so the hour or two after sunrise is the most dependable window. They are around through the whole summer season, not just the nesting weeks.
Can you swim with the turtles in Kefalonia?
You may share the water with a turtle while snorkelling or swimming in the bays, but never chase, touch or corner one. In Argostoli harbour itself you should watch from the quayside rather than getting in: it is a working harbour and a protected feeding area. Give every turtle space and let it choose to come to you.
